According to a report issued in September 2012 by the Massachusetts Department of Transportation (DOT), Brockton contains some of the most hazardous intersections for drivers in the state. In fact, 17 of the 200 most dangerous intersections in Massachusetts between 2008 and 2010 are in Brockton. Additionally, three of the 17 intersections are located on West Elm Street and four are located on Belmont Street. Intersections in Bridgewater, Easton, Raynham, Stoughton, Taunton, and several other surrounding towns are also included in the 2010 Top Crash Locations Report.

To create the report, the Massachusetts DOT analyzed three years of crash data. The DOT also weighted the data based on the number of fatal or injury accidents that occurred at each intersection in the state. Consequently, the DOT report was purportedly designed to be more than a simple accounting of the number of collisions reported at each individual intersection. According to the report, the sixth most hazardous intersection in the state is allegedly located at Pleasant Street and West Street in Brockton. Between 2008 and 2010, a reported 90 accidents at the intersection left 31 people hurt. Ironically, the accidents occurred after approximately $2.8 million in federal funds were used to widen and alter the intersection in an effort to increase safety.

Charles Kilmer, Transportation Planning Manager at the Old Colony Planning Council, said Brockton has plans to improve many of the intersections in town that made it onto the Massachusetts DOT's most hazardous list. Those plans include a $4.3 million improvement to the West Elm Street corridor that is slated to begin in 2014, a $3.8 million improvement to a portion of Pleasant Street between West and Main Streets that is scheduled to begin in the spring, and a $3 million project to widen parts of Belmont Street that has already begun.
